Well how about that? Good. Why should criminals serve a sentence by kicking back in their own homes where they can enjoy a more or less normal life? Getting tougher on crime (and those who commit them) is one area I definitely support without question.
Not stringent enough, should eliminate house arrest period, save for very special ethical cases.
Special ethical cases would be like the guy who did the mercy killing fo his daughter way back when, and just gt extended leave to deliver a vehicle for 10 days, or a pregnant woman who is about to give birth, and the first year of child-raising (unless deemed an unfit parent by social services).

I'd rather have my tax dollars spent locking criminals up then let them freely roam along the streets.
to help cover costs, a penal colony should be established in the far north, consisting of a base prison with several work camps. Have the prisoners extract metals, other minerals, possibly oil, etc. The companys would pay minimum wage (8.50 per hour per prisoner) to the federal government in exchange for services developing mining sites or actually working in them.
Would also help establish our presence in the north. Worked for the Brits in Australia.

Simply forcing someone to stay in their own house or neighborhood isn't much of a punishment so there's really little point to it.
