Ottawa is stitching together a $1-billion lifeline for the forest industry designed to rescue pulp producers from the devastating effect of billions of dollars in subsidies from Washington to their U.S. rivals.

    What I don't get is how the US can subsidise their industry, but we can't because we fear they'll take action against us.

    Well you will be disgusted to know it's via an environmental 'black liquor' benefit. The US has a new credit where if you mix bio-fuel with oil fuels you can earn a huge tax credit.
    Pulp mills generate 'black liquor' which is a bio-fuel they can burn to recover heat, and over the last decades many have done so. Great idea, they save money and it's better for the environment than disposing it was.
    So in a true perversion of environmentalism the pulp mills now dump diesel into the black liquor, and are allowed to claim these huge breaks by using fossil fuel they didn't use before!
    Of course being the USA where 90% of the population believes companies deserve more "rights" than citizens, and anything else is the socialist bogeyman, no one has the balls to call bullshit on this practice.
