Not really. Even a liberal reading of the comments should be taken that Baird was singling out the Toronto city council and not Torononians as a whole. There obviously is a vast difference between deliberately persecuting people based on their regional location, as Trudeau clearly and frequently did to all Westerners, and a Cabinet Minister tearing a much-deseved strip off of an arrogant Toronto civic administration for not filling out requisitions properly. And, as a reminder to everyone, being loosey-goosey (which apparently the Toronto city council believes should still be the way things get done) with the paperwork is usually how millions of taxpayers dollars end up in the pockets of grifters o disappearing altogether.
So kudos to Baird for telling Toronto to get it's act together and follow proper procedure, and jeers to David Miller and his cronies who think that business is still supposed to be done in the good ol' days of Chretien, Gagliano, Jane Stewart, and the rest of the Liberal public works/infrastructure crooks from the 1990's.
