I don't think Bacardi's idea is a bad one (he just brought it wrong ) When you legalize it (I don't think this is happening though) you have to set limits. What you could do, is follow the Dutch way: make typical (and safe) "streetworker" places, NOT downtown, and windows for those who don't want to go there. Everyone selling themselves on the streets get busted. It cleans up the street, keeps the addicts out of the public eye, and johns will find them anyway.
