Im sorry this is going to sound bad but, giving the Afghani militay humvees is like giving plains natives a locomotive.
The Afghanis have to way to repair, recover or maintain the vehicles without American support. If anything this shows everyone that the Americans plan to be in charge in Afghanistan for a very very long time.
