WINNIPEG - Ice-blocked sewers, drains and culverts are flooding some Manitoba basements and turning roads into lakes as communities brace for water from the rising Red River.

I was turning onto Bishop Grandin from Pembina... I had my windows down, and the puddle looked shallow...
