Canada is prepared to consider a cut in the number of newcomers allowed into the country if necessary over the short term to respond to a souring domestic job and economic scene, Immigration Minister Jason Kenney says.

    I wouldnt say that, but I dont think it would be fair to make someone wait close to two years to come here. Just to find they will be unemployed.

    Kinda hard to disagree on this one. If they are just going to come over just to start collecting EI doesn't really make sense to have them come in the first place.
