The retrofit for these tanks had to be done in Europe instead of in Canada. If we're looking to revitalize our defence industry and are inferstructurem that might be another place to start.

Depends on where the retrofit would happen, cant be done by the CF because we dont have the people. If it was done civi side in Canada the military would end up paying out the ass for it to be done.
I don't recall the specifics byt none of those retrofits are done by CF people, but by contractors and the sort. It wasn't just a matter of pulling and replacing radios though.
Considering the UK is losing the capbility of making tanks, I wonder why we should expect better.
