That doesn't surprise me, given your proximity to Quebec. The problem with the article is that it sounds like the effects are equal in Ottawa and Prince George, when they are not.
I went into Costco 10 days ag, ordered four and had them installed on the 30th.

Tire stores put their order in for winter tires in June and get only what they order unless they can borrow from others in their chain etc. This is the first year I haven’t had a 4WD so was going to get a set along with new rims but there’s no stock in my tire size and they’re trying to get some. Although I can use studded tires.
But even in northern B.C. communities like Prince George, winter hasn't yet taken hold.
As long as they think PG is Northern BC...
For coasties like me and Lily it is.
That said, I haven't heard any of my friend having trouble getting winter tires either. Mind you, the winter here in PG so far has been pretty tame compared to last year.

I really didn't have a hard time finding them dispite the fact every tire dealer in the city kept telling me "This is our last set" and "you won't be able to get tires this winter if you don't buy them now!". Poppycock.
I have 20" rims and it's had to find all seasons let alone winter tires and I seemed to do ok. I didn't get the yokahamas I wanted but I did end up with a good set of hancooks for a reasonable price.
