The campaign is initiated and organized by volunteers, mainly members of the Legion. The money raised annually—more than eight million dollars—is used in the geographical areas were it is collected.

    It's not clear in the article, but none of the money collected is used in the operation of the Legion. Every cent goes back into the community.

    Very true, it is in the Legion Bylaws that no monies collected can go towards upkeep of the Legion.
