Minus tech workers, and all the workers needed to manage a mission along with everybody that CSA employs (A lot of high salery workers). Along with the additional workers they use. Than we got to buy a shuttle (not cheap), fuel and every equipment it would need for the shuttle and to manage the mission. Then we got to hire more workers to maintain the new stuff we bought, who know how to maintain it so when we launch it, it won't fall apart or explode.
Plus whatever else I forgot, which is just ONE mission. Than we got to put in the same funding for the rest of the missions that we would launch. I mean if we launch one mission, we would have to continue right?
Also take into account that because of this financial crisis and everything the world is apparently facing. The Government might want to take some funding out of some things to help support the economic crisis. Since the CSA isn't really doing much, my guess would be it.
