Canadians will elect another minority government, Stephen Harper said Sunday, while admitting his Conservatives may not be the winners of Tuesday's election.
You got to be kidding. Either way the Conservatives lose, Harper had confidence that calling an election he would get a majority or at least gain a few seats. Yeah right...

Why is this a waste? If they win that gives him a second mandate to govern. Clearly he is the most popular of the three leaders. If he wins again more people in Canada want a Conservative government then any other party. Would you have called it a waste if the Liberals had brought down the government when they could have?

Not at all. Just because all parties hate Harper doesn't mean they are even close in policies. In fact the NDP actually had some good ones. What did you say when the Liberals were running under a minorty government in 2004? That 2/3 voted against the Liberals?
Yeah, I did say that. The thing is that the Liberals were, for a time, able to work with the NDP. The Conservatives screamed like insane bunnies when that happened, but that is the way minority governments are supposed to work.
When the Liberals quit cooperating, they lost NDP support.
Now who are the Conservatives going to work with? They've spent the last 2-1/2 years calling everybody names. They've done their best to disrupt parliament at every step. So who is going to work with them? The Liberals, who are closest to them? Not likely. The NDP? Probably not. The Bloc? Not for long.
So how can they claim to have a mandate? They can't.
