When they mentioned atrium in the middle I was thinking of hang gliding but getting it up the elevator would suck.

I've been to Dubai and Abu Dhabi both. It's all window dressing. As to becoming a big tourist draw, who the hell wants to go somewhere that arrests foreigners for drinking fruit juice? Conservative elements are the ones running the show there now.
