I think we should add jail time to this sort of theft...that would stop everyone pretty quick. God damn criminals stealing when they think no one is looking.

This goes a little farther than simply banning the downloading of music and movies. Can't unlock cell phones? I can't rip music from a CD I purchased?

I agree with you, however I'd guess most are upset about the possibility of having to pay for music and programs. I'm against the legislation because of the unlocking issue and DRM in general.
Hopefully my 26GB download of South Park finishes before the law passes
