Canada, U.S. bicker over waterway

WASHINGTON — Relations between countries can often be defined by the smallest of disputes. And one is now brewing between Canada and the U.S. at the south end of the Bay of Fundy at Head Harbour Passage, which separates Maine from New Brunswick.
