PANJWAII DISTRICT, Afghanistan - Roads are for the living but the Canadian military has begun a massive road-building project that will also honour the dead in one of the most dangerous areas of Afghanistan.

Indeed!

The bad guys can be defeated by other means than shooting them but it is to be expected that some brisk action will occur paving that road. The completion of the paving will impair the Taliban immensely and they know it. They will resist this more than school construction.
