Good idea to cut down on pollution if that is as far as it goes.
But that is not the idea for Kyoto.
Kyoto is about fear mongering and wealth transfers.
Just listen to the Pope.

They should go for zero emissions. In other words electric cars.
Then we will supply them with 10 shiny new coal fired power plants to charge all those batteries.
James Bay hydro is going to the US for mega bucks. They can't lose out on that.
