This circus and all of its photo Opps have been orchestrated by the PMO of the Con Party of Canada (the government currently, and lets hope not for too long, in power) It is Harpers party and his time to shine in the light of the Lama and the world stage. As the controlling maniac he is, I am sure he has made it clear that no other leader gets a photo Opp that will out shine his time in the media spot light.

The fact that Harper invited him may just be a political move, in you're eyes but it also shows that Canada see's and respects the people of Tibet as the people of Tibet, not just another faceless Chinese province.
