The plan is "a comprehensive one," according to former Canadian ambassador to China Guy Saint-Jacques -- and it sends a "tough" message to China.

    It's not much, and needs more than $2.3 billion to really have much impact, but at least it's a start in the right direction.

    After decades of indifference it will take more that a few drops in the bucket to move the ship of state. The course chosen is the right one but it is really late in the day.
