Privacy breached for hundreds of employees claiming Phoenix damages

The Treasury Board of Canada Secretariat sent a mass email and didn't 'BCC' the hundreds of public servants claiming damages for Phoenix pay issues â€” something a former privacy commissioner calls disappointing and disturbing.
