The federal government has put out new policy directives for the Canadian Radio-television and Telecommunications Commission aimed at improving competition and giving consumers more options for their telecom services.

    It was focused on the stockholders.

    Like the ones who sit on the board and attend champagne lunches. The ones who think 'up to 25GB use" means the same as "unlimited".

    The new policy is a smoke screen for this:

    Indie internet providers warned for months CRTC decision would kill them — now they’re beginning to disappear

    Essentially, rather than handling the large cause of problems (anti-competitive market, oligopoly) it is trying to tackle the symptoms (consumer issues as a result of an anti-competitive market). Not all bad, but doesn't really address foundational problems.
