And it's also a measure of how much the public service has been cut. All ministries have been moved from commercial space to buildings owned by the Public sector. The Annex was always full, so repairs were tough - but since the NDP were in power the numbers have dwindled enough that the Annex can be lost because it is empty. No one will be inconvenienced.
