Just because he had the data isn't proof he was going to sell it. The data might still be classified though.

Exactly. Bail is only about flight risk and/or potential threat to the public from the alleged offender going free. The sensitivity of the data he’s alleged to have accessed has nothing to do with either of these. Denying bail isn’t a way to “pre-punish’ someone who hasn’t yet been convicted of anything
