Volkswagen's chief executive and chairman are charged with 'market manipulation'

Prosecutors accuse Herbert Diess and Hans Dieter Poetsch of failing to tell shareholders of billions of dollars in liabilities that Volkswagen was facing because of the scandal, affecting the share price.
