The Liberal government has decided to pull out all the stops on the construction of the navy's planned permanent supply ships — a move that’s raised questions about how quickly the Canadian Coast Guard will get a critical oceanographic science vessel.
Switching out the schedule ( with associated penalties ) for more ships that will cost double the budget and 3 times as long, if they get built at all.

This is Canada. They are not armed with weapons. They carry the new standard Mk. III Trudeau Virtue Signalling Device. Basically it fires Thoughts and Prayers (and Slogans like "it's 2015") at enemy ships.
"Why you would interrupt the building of ships by putting another style and class of vessel in the middle completely boggles my mind," said Huebert, a noted expert on the Arctic. "I don't know why you would do it."
Why anyone thought it was a good idea to build science vessels ahead of much needed military ships boggles my mind. Supply ships and new frigates should always be the priority. The science stuff can wait.

Canada is getting out of the military business one increment at a time. That seems to be what your leaders (all of them) want so they really just need to get on with it and get it over with.
Good to know the circus never stopped.
