"Chemical weapons" are illegal to use on civilians.

Let me guess, judging by the commenters so far, it's a story from "The Daily Fail"?

What is it? Zyklon B? VX? Sarin? Rainbow Herbicides? or are we going with the classic: Mustard Gas?

Perhaps what the Syrians use, Sarin. That's what the 'tolerant right' approves of, considering the silence when those attacks happened.

    It's tear gas.

Each distribution would result in ‘a highly concentrated teargas cloud, the equivalent of 200 grenades in one go,’ said Col. Carminache, who added: ‘It’s best to run to get out’.

Pffft. That's not a 'weapon'. Weapons kill people. Daily fail clickbait strikes again.

Sounds like PAVA powder. The French currently use it both in the spray version and in the powder version which is fired from glorified paint ball guns.

Dispersing via a pneumatic system is just a different way of deploying something they already have.

The Daily Mail is likely spot on with this in identifying the technology but the speculative part is if the French government will use it.

Well it's super tear gas I should say.
It's also not going to be used to stop protesting, it's going to be used if they make a run on actual buildings. Like if they start trying to break into legislature.

A source at the Paris police prefecture said: ‘If a large crowd forced barriers through the security perimeter, then the powder would be used as a last resort in order to stop them.'

If a large crowd forces a barrier then I expect the French police to open fire on them and not with a pepper powder that makes a nice addition to lentil soup.

Nope, only illegal for soldiers in war.

Tear gas is fine for the police.

Tear gas, formally known as a lachrymator agent or lachrymator (from the Latin lacrima, meaning "tear"), sometimes colloquially known as mace,[NB 1] is a chemical weapon that causes severe eye and respiratory pain, skin irritation, bleeding, and even blindness.

    Nope.

Under this Convention, civilians are afforded the same protections from inhumane treatment and attack afforded to sick and wounded soldiers in the first Convention. Further, additional regulations regarding the treatment of civilians were introduced. Specifically, it prohibits attacks on civilian hospitals, medical transports, etc. It also specifies the rights of internees (POWs) and saboteurs. Finally, it discusses how occupiers are to treat an occupied populace.

The aim of the Convention and its Protocols is to provide new rules for the protection of civilians from injury by weapons that are used in armed conflicts and also to protect combatants from unnecessary suffering. The convention covers fragments that are undetectable in the human body by X-rays, landmines and booby traps, and incendiary weapons, blinding laser weapons and the clearance of explosive remnants of war. Parties to the convention must take legislative and other actions to ensure compliance with the convention.

CCWC along with the Chemical Weapons Convention (CWC) serves as an umbrella for protocols dealing with specific weapons.

    Civilians are protected.
