They are levying duties on a US company that makes product in Canada. Product that US companies need to import, because no one else makes it. So it's not hurting us, because we aren't 'dumping' anything, and it's only hurting US companies.

Its not an American company. It is a multi national company with it's headquarters in London. It is traded on the London stock exchange. It may be the only producer of large diameter pipe in Canada but it is not the only producer of large diameter pipe in North America. This same company produces large diameter pipe in the United States.
So how can Canadian companies be 'dumping' this pipe in the US market?
