Since the standard sidearm is no longer the lowly .38 special revolver but a 9 or 10 mm semi automatic I don't think the usage of lead ammunition is an issue.

I think it prudent that hollow point be issued as they contain less lead.

Just wrap a copper jacket around, then they will be real safe.
