Forces battling ISIS in their Raqqa stronghold declare victory

A spokesperson for the U.S.-led coalition fighting in Syria said pockets of ISIS militants remain in Raqqa, slightly tamping down an exuberant declaration hours earlier by the commander of the Syrian Democratic Forces that the city has been cleared.
