They're not refugees they're illegal immigrants who should be sent back.
YOU wouldn't have any idea if they're refugees or not since you don't know their individual circumstances.
And if they're applying for refugee status upon arrival they're not "illegal immigrants"

Under the Canada-U.S. Safe Third Country Agreement, persons seeking refugee protection must make a claim in the first country they arrive in (United States or Canada), unless they qualify for an exception to the Agreement. Therefore, refugee claimants arriving from the United States at the Canada-United States land border may be allowed to pursue their refugee claims in Canada if they meet an exception under the Safe Third Country Agreement.
The Safe Third Country Agreement does not apply to U.S. citizens or to habitual residents of the United States who are not citizens of any country
But if you go to the exceptions section of that government website you come to this.

Therefore it would seem he would be disqualified and the following would come into effect sending him back directly from the border crossing.

So it sounds like if you go to the America/Canada border and claim refugee status you'll get sent back, but apparently you can get past that by border jumping illegally because...I don't know why...

If they crossing from the United States they're illegal immigrants and should enter the Country through the proper legal channels immigrants do to become Canadian citizens.
