People die from hypothermia here when the temps drop below +10C

When I was in Manchester, -2C would freeze a brace of Grannies a night. Poor insulation and crappily built houses.

Same here.

People die of this every year. As they do in summer when it gets too hot.

As for "fixing the infra-structure"... Maybe start in your own country. When we don't have power outages anymore in Canada because of the weather, then you can come back.

What is telling is that this is being reported at all. In Soviet times people died from the cold, too. It's just that it didn't get reported.
