July Statistics Canada numbers show Quebec had a population of 7,979,663, or 23.1 per cent of the country's population.

Under the new distribution, the province would have 23.1 per cent of the seats in the House of Commons.

So he gives us some seats instead of nothing so that we are now the exact number of seats in proportion of the population and the west and Ontario gets mostly the same then expected. That's a win-win solution politically for Harper.

It seems pretty fair if you're going to lay the damned case that Quebec is entitled to a guaranteed portion of the House and to hell with representation by population. Something that was REJECTED by Canadians with the Charlottetown Accord.
The only gaurantee since Day One is that PEI gets no less than FOUR seats.
BC was promised 7 new seats
Alberta 5
and Ontario 18
to bring the representation by population CLOSER to what Quebec already had.
Quebec deserved fuck all. This is sheer political pandering.
Ontario's used to appeasing Quebec at it's own expense, Alberta's been bought off with an extra seat and the same shit goes on. OF course the Harperites will swear it's different because Harper's doing it instead of Trudeau or Mulroney.
Reform Party oldtimers should be turning in their graves with the shit going on (this and same old Senate stacking) but they get to see bad guys go to jail so to hell with democratic reform/

Actually, Quebec's share keeps it very close to its proportion of the population. Just as it should be.

My personal view is that Quebec should have been given more to keep it around 25%. Particularly with the declining role of the Senate, Quebec needs that "Regional" protection that the Senate (before Harper) used to provide.
