Former prime minister Jean Chretien visited China five times on Team Canada trade missions, but he also launched a body of mid-level officials in Ottawa and Beijing who have met at least once each year since July 1997 under the auspices of the Canada-China Joint Committee on Human Rights. That committee has reportedly not met since Harper's Conservatives came to power last January.
