Then 9 people didn't test positive for illicit drugs you thud fuck. If it was prescribed by a doctor there is nothing illicit about it.

9 tested positive, one had an excuse. The title says 8 failed.

Probably not. In the event of an actual war the military switches from being a pinhead organization that's obsessed with pointless minutiae to being a more results oriented kind of outfit.

Admiral Halsey's words come to mind:

And my favorite comment which was addressed to the pinheads who thought that the soldier's primary job was to fill out forms in triplicate:

If it helps kill Japs then do it. If it doesn't help kill Japs then I don't give a damn about it.
