And yes, a city can even make you paint your house. There was a house in Detroit many moons ago that the owners painted a ghastly mosaic of colours. I mean it really was an eyesore. And that's sayin' a LOT in Detroit

After several complaints from people in the neighbourhood, especially on that block, the city ordered them to repaint it.
There was some cat in El Dorado Hills in a gated neighborhood where they have some Nazi homeowner's association (HOA) that told some guy he had to paint his yellow house an 'approved color' if he wanted to re-roof the house. Seems they didn't say a thing when the original owner painted it yellow. So the new owner asked what colors were acceptable and the HOA gave him a list of some 20 colors.
He painted the house in
polka-dots in all 20 approved colors. When the HOA sued him he won when the judge said that the 20 colors were approved and there was nothing saying how many colors he could use or how they had to be applied.
Consequently, the house got the new roof and the homeowner repainted the house the same shade of yellow it had been when he'd bought it.
In this case, the owner with his 'pirate ship' is in the wrong and needs to bring it down.
