He got into a very delicate debate here. But, I understand his move:
Two weeks ago, a 'hardcore' Parti Québécois MNA said that Bill 101 (obligation to go to school in french if your parents are not of english descent) should be applied to colleges and universities. That means it would forbid french-canadians and immigrants, who are then over 18yo, to go to an english college or university like McGill or Concordia.
That's total nonsense. If at 18yo you cannot speak french after kindergarten, elementary school and high school, there's a fuc**** problem. They decide to go to english classes because knowing english is VERY IMPORTANT in a career.
So his position brought a debate about how far should we restrict individual rights to go to the school you want VS the importance of preserving french and integrate immigrants.
Like I said, it's non sense. Even René Lévesque said that every Quebecers should be bilingual. But, it's a pur-et-dur separatists. He despises all that is english. So his goal is to isolate Quebecers from the rest of the continent by being unilingual. That way, he thinks separatism emotions will grow so they will be able to win a hypothetic 3rd referendum. I know, that's fucked up. But that's the separatists....
So Maxime Bernier just told that Bill 101 was not still useful today because the question was brought in the conversation.
Anyway, like you imagine, Bernier is under fire in all the media for his comments. That's very akward. I want to leave Quebec please
