Know what the great thing about nuclear power plants are? You can use a bunker buster on them launched from a sub to create a nuclear explosion and so long as you are A) at war with the country and B) Can come up with some excuse of how that power is being used for military use you are not breaking any international laws. And if you are really good you don't even need to say you are at war if you launch the missile and deny any involvement.

Russia has plenty of OIL money. They are the main suppliers of Oil to the EU.

Russia produces 12% of the world's oil and has a same share in global oil exports.
