I would estimate we're not getting the whole story. If the vermin is pursuing being declared a dangerous offender then perhaps that's something he really wants so he can qualify for treatment or so he can be imprisoned. A scant few of these creeps do feel guilt at what they do and it's possible this one does. If he wants to be caged, I agree with him, hurry up and get it done.
