I was going to say I think I've heard that exact wording as a headline maybe a dozen times now. At this point, it's more to keep the media spotlight than it is to reaffirm us of the threat they say they are.

Perhaps when Kim Jong (Mentally) Ill passes beyond the valley of the shadow and they move his rotting corpse into the Mosoleum they built for his father they will be able to do something.
