One thing people don't think about. The price of oil today was a hair under $77 a barrel. Break even point for the tar sands is $33.

Canada’s oil sands are the second largest oil reserves in the world. The largest oil sands syncrude producer is Canadian Oil Sands Trust (COSWF.PK) which reports a current break-even cost of about $33 per barrel.
I'm thinking with that type of profit margin, the oil companies can afford to clean up their mess.
