I've never fully understood why Italy is NATO to begin with, but then I don't bother to ask why Romania is in there too.

They paid off the Taliban. No two shits about it. I mean is there the tiniest corner of Italian politics or even philosophy that doesn't involve pay-outs or payola? It's just the way things are done there.
