What does that mean? Don't you use the means of communications available? Phone, e-mail, snail mail, radio? Or put it another way, what form of communication is culturally INappropriate?

If the body bag fiasco led to a workable arrangement then so much the better; it's a pity though that they couldn't have done this back in the spring when H1N1 was first detected.
