It's the police that must decide how to use these new tools, not the manufacurers.
The unfortunate thing is that police forces in both the US and Canada didn't conduct their own studies on the device and based their training and procedures on Taser's biased and faulty studies...... yes it's their responsibility to issue their own procedures on how to use tasers, however they didn't really do this and blindly followed Taser's procedures they listed out, along with Taser's claims that the device is harmless.
And when all these situations of people being injured or killed in relation to taser use, they parroted Taser's claims that the Taser is perfectly safe, while not really looking into the device themselves to actually know what they are talking about.
So in that sense, both your comments and the counter comments to your's are correct, to some degree.
