But look at that lovely architecture. I'd much rather ahve low-rises like that instead of the concrete-commie apartment blocks that will no doubt be going in there.

Suprise, suprise. When ever you have a dissident population the easiest way to control them is to put them in state built and run apartment complexes, complete with hot and cold running water, communist building wardens, block groups responsible to the government and every apartment bugged by big brother.
