They should be careful what they wish for. It is possible to pick apart the central government to the point that it becomes impotent (unfortunately you don't know where that point is until you've passed it). At that point individual or groups of states may begin to wonder why they are part of the union, especially the richer, larger or more culturally distinct ones. Then it could be Civil War II or the dismantling of the union.

Well it appears Alberta and Quebec are often at odds with Ottawa over sovereignty... Newfoundland's Danny Williams may enter into the fry soon as well...

The Civil War pretty effectively crushed states' rights for a while. Maybe now, since the movement is not tied to an inherent moral evil, a more sensible aspect of this can emerge.
