Well, I think perhaps we need to assert ourselves in our own territorial waters, put a frigate or two in the general vicinity of St-Pierre-Miquelon, and conduct "safety inspections" on all the ships from St-Pierre-Miquelon that traverse through Canadian waters

The territorial waters are the same as the fishing boundaries: 200 mile limit.
We would be well within the law to do either inspections are an all out commercial cut-off. it wouldn't be an official blockade or inspections fo ships heading to french territory, only an inspection and possible blockade of ships deemd suspicious.
And while frigates would make an awesome presence, to have full control you'd need more vessels. Finally the Kingston class cna do it's job. keep 4-6 in the area at any one time.
