This is all fine and good but how do they figure out the crime rate for a population of less than 100,000, which some of these cities are....................guess.
If they're incorporating the surrounding areas to get to the 100,000 mark, they should be doing that for the major urban centers like the lower mainland and Toronto, which would both climb drastically in every category.
Once again statistics are manipulated to suit the author.
