"How does this woman have this power?" Vanderwerf said yesterday. "Aren't we taxpayers? Aren't we entitled to mail service?"
Sure, get a PO box... No mail delivery in my town anyway

I delivered parcels for Canada post for a while and have encountered more than my share of overly active dogs, yet as a contract worker I could not refuse to deliver to any address without the OK of the manager at the postal depot. It is amazing what the carriers can use to refuse to delivery. Broken steps, to much snow, hell even too much dog poop! I can see it when the conditions are dangerous but who defines it.
