This comes down to the Company covering its ass with its insurance. If they are allowed to wear long skirts, then their insurance could go up becuase the risk of injury just went up. To request shorter skirts is not an unreasonable demand because they are allowed to continue wearing pants underneath. Sometimes, people just have to adapt to the requirements of their workplace and if they don't want to, or can't, find a new job.
