It's not really about trusting government. That could easily be a statement from your bank. The problem is believability and accuracy of the documents.

People actually fall for that nigerian banking scam or any of the various "lottery" scams.

It's a counterfeit document from the gov't, same as if you were to print up money.

So what will they be charged with, if they find them?

Then there is the chance that they will not be able to extradite the perpetrators.
